Action plane locked

The architecture panel found that a bare approved_by value did not bind approval to the previewed leaf. This observer cannot call the scheduler, submit proposals, queue panels, contact a model, or approve work.

Displayed data comes from an Ed25519-signed NON_ATOMIC_STATUS_SAMPLE. Runtime fields are a composite read, not an immutable coherent world-state.

The local one-use operator passed hostile-hub Test B. Browser actions remain locked so the persistent process never gains execution authority.

Every HTTP action path returns 403 action_plane_locked_capsule_boundary_open.

The personal MVP uses the separate local maat/operator/maat.py signer and one-shot executor. The browser displays instructions and receipts; it never opens an approval key or starts a worker.
